COVID-19 Exemptions, Extensions and Updates

Lee Trans strives to keep our clients up to date with any regulatory updates in order to stay in compliance. The list below has the most recent exemptions, extensions, state-specific regulations and other miscellaneous items that have been established due to COVID-19. We will continue to keep this list updated as new information is released.

 

Federal:

  • The Federal Motor Carrier Safety Administration (FMCSA) has updated its listings of declarations. The department also has a Coronavirus page, here.
  • FMCSA has extended its Emergency Declaration through May 15, 2020, here.
  • The USDOT Office of Drug and Alcohol Compliance and Enforcement (ODAPC) issued a guidance document to provide clarity on conducting DOT drug and alcohol testing during COVID-19.
  • FMCSA has released temporary waivers for CDLs and medical cards due to expire after March 1, 2020. FMCSA CDL Waiver, here.
  • The Unified Carrier Registration (UCR) registration enforcement will begin on July 1, 2020. Updated fees for 2020 can be found, here.
  • IFTA filings will be extended on a state by state basis. Information by state can be found, here.
  • IRP renewals will be extended on a state by state basis. Information by state can be foundhere.
  • FMCSA has released a waiver effective through June 30, 2020, to allow CPL holders to drive without a CDL holder in the front seat.
  • TSA has issued an extension for Hazardous Material Endorsement (HME) holders.
  • TSA has issued an extension for TWIC Cards through July 31, 2020, for cards that expired after March 1, 2020.

 

State-Specific:

  • Governor Abbott, of Texas, mandated a fourteen-day quarantine for travelers arriving in Texas from Louisiana. This does not apply to travel related to commercial activity, military service, emergency response, health response, or critical infrastructure functions.
  • The state of Indiana has extended registration and renewals for International Registration Plan (IRP) until May 31, 2020, and the International Fuel Tax Agreement (IFTA) until May 22, 2020.
  • Laredo, Texas has released a face cover mandate. This is required for truck drivers and other travelers as well.
  • New Mexico has mobilized roadblocks to restrict traffic coming into Gallup in order of COVID-19 in the area area.

 

Miscellaneous:

  • The first Roadside Inspection Blitz of 2020 has been postponed due to COVID-19. We will continue with updates as new dates are released.
