CSA will Impact both Carriers and Drivers
CSA is an initiative by the FMCSA to increase safety while decreasing crashes, injuries and fatalities on the nation’s roadways. To achieve this goal, CSA uses more data to identify and target carriers AND drivers who may be having safety or compliance problems to ensure that they improve their performance.
In the past, many Commercial Motor Vehicle (CMV) Carriers have had little or no contact with the FMSCA. With CSA, every motor carrier with a US DOT number operating in interstate commerce will be on the “radar” and have interaction with the FMCSA.
SMS Replaced SafeStat
The new Safety Measurement System (SMS) replaced SafeStat. The SMS is preloaded with existing roadside violations and crash data from the previous 24 months (36 months for drivers). Every inspection counts, not just out-of-service violations! Both driver and carrier safety performance is closely monitored.
Ultimately, CSA is the one place where safety compliance data on carriers and drivers will be collected and analyzed.
Collected data from safety-related events is entered and organized in the SMS under seven Behavior Analysis & Safety Improvement Categories (BASIC).

- Crash Indicator
Your measurement for each BASIC category is compared to peer companies to generate a “percentile ranking” called the BASIC Score. When your score exceeds a determined threshold value, your fleet will become a candidate for an intervention by the FMCSA.
Under CSA carriers are subject to a variety of interventions depending on the carrier’s scores and enforcement history. Interventions available to the FMCSA vary on a scale from mild to severe. The goal of any intervention is to assist the carrier in correcting problems and addressing safety issues.
Pre-Employment Screening Program (PSP)
Ask us about the new PSP program mandated by Congress that is designed to assist motor carriers in evaluating individual operators’ crash and serious safety violation history as a pre-employment condition. Under CSA your drivers’ performance affects your company’s BASIC score and, therefore, your performance.
